That is the weather stream that causes hurricanes alright. It does have a little spin to it as well. Do a search for the National Hurricane Center. They will be keeping an eye on something like that. Whether it developes into a hurricane depends on so many things involving winds etc. that I don't think that it is definite yet whether it will grow.
